Our Secretary General, Rudy HAUTMAN, analysed the Council document on the Reform issued on 7th December 2012 by the "Staff Regulations" Group.
Allow us to remind you that the reform is governed by the co-decision procedure involving both Council and Parliament.

However, the Council's "Staff Regulations" Group has prepared some surprises ... like:

Special levy:
The tax should be increased and its base should be broadened by removing exemptions; it would be extended to allowances.
It would be applied to pensions if retired colleagues want to benefit from the annual adjustment under the new method.

Contract staff:
Refusal for contract staff to participate in an internal competition;
The new category Temporary Agents 2f is accepted and should lead to a profit of € 60 million.

Staff cuts :
The 5% figure is considered as the minimum proposal for staff reduction.

The new method
Adjustments should be automatically capped at [2%]% nominally and negotiated by the Parliament and the Council.

The expatriation allowance
Would be progressively reduced.

Salary adjustments and special levy

We wrote to the Deputy Director General of DG HR regarding his position on the special levy.
Below is the answer that was given to our President:

"....
Le 30 novembre 2012, le Vice-président ŠefcoviĨ a envoyé une lettre au Président du
Parlement européen et à la présidence Chypriote proposant une solution provisoire pour
assurer le maintien du système actuel de la méthode et du prélèvement spécial pour une
année supplémentaire.
Lors de la réunion du COREPER le 5 Décembre 2012, le Conseil a refusé la proposition
de la Commission visant à proroger d'un an le prélèvement spécial ainsi que la méthode.
Faute d'unanimité, le Conseil n'a pas donné suite à l'initiative de certaines délégations
contre la position de la Commission, de modifier notre proposition dans le sens d'une
prorogation limitée au prélèvement spécial et ne comprenant pas la méthode.

Les États membres qui ont refusé la proposition de la Commission sont donc
responsables de l'absence de prorogation du prélèvement spécial et de la hausse
correspondante des salaires nets des fonctionnaires de l'UE à partir du 1er Janvier 2013.

With the application of the method, we should have an adjustment of +1.7%. The Council should also adopt a lower monthly pension contribution.
