60ème anniversaire du Traité de Rome - 60th Anniversary of the Treaty of Rome

Le 9 mai 1950 Robert Schuman proposait dans sa fameuse déclaration la création d'une Communauté européenne du charbon et de l'acier.

Dans cette déclaration il inscrivait également l'amélioration des conditions de vie des travailleurs.

Ce fut le début d'une grande aventure qui débouchera plus tard sur le Traité de Rome, le 25 mars 1957, instituant ainsi la Communauté économique européenne!

Au début, les membres du personnel travaillant au sein des Institutions connurent de bonnes conditions de travail. En effet, il était obligatoire d’atteindre cet objectif, permettant ainsi de garantir la construction d’une Europe forte pour éviter que ne se répètent les guerres connues par le passé.

Les fondateurs de l’Europe savaient qu’il ne pouvait y avoir de construction européenne sans un personnel qualifié et motivé pour affronter l’aventure de ce grand chantier appelé "Europe". Les législateurs de l’époque en étaient tellement conscients qu’ils avaient rédigé un Statut favorable aux futurs travailleurs à la construction européenne, tant dans l’application de leurs devoirs envers l’Institution que dans leurs droits.

Dès leur naissance et jusqu’à ce jour, les Institutions pouvaient se réjouir de bénéficier de la collaboration de personnes expérimentées, ayant à cœur le développement de cette Europe tant recherchée mais aussi de garantir à son personnel des conditions de bien-être au travail, lui reconnaissant l’appellation de: "constructeurs de l’Europe de demain".

L'essence même de la fonction publique européenne : Ensemble de personnes travaillant pour le bien public des citoyens européens !

Aujourd'hui, l'euroscepticisme, aveugle et inconscient, monte en puissance et ce malgré les preuves évidentes que l'Union Européenne a engendré la paix, la démocratie et la stabilité dans notre espace européen, alors que plus ou moins 40 conflits armés existent toujours hors de nos frontières.

Dans le contexte politique et économique difficile que nous vivons actuellement, la SFE souhaite encourager, soutenir et exhorter les hauts responsables de nos Institutions à continuer avec ferveur cette dynamique d'unité et de stabilité et mettre tout en œuvre afin que cette Union résiste et s'accroche à cette noble conviction !

On May 9th 1950 Robert Schuman, in his famous declaration, proposed the pooling of the French and German coal and steel industry, resulting in the creation of the European Coal and Steel Community. In this declaration he also referred to the improvement of living conditions of workers in that industry. This was the start of a sometimes adventurous journey, leading to the Treaty of Rome on March 25th 2017 establishing the European Economic Community.

At the beginning staff working in the European institutions enjoyed good working conditions. Indeed, this was material to achieve the construction of a strong Europe in order to prevent the repetition of wars which had ravaged Europe in the past.

The founders of Europe were aware of the fact that they needed for the European construction both qualified and motivated personnel to tackle this grand building site called “Europe”. Legislators at that time were so conscious of this need that they drafted staff regulations which were favorable for future staff working on the construction of Europe. These concerned their duties towards the institutions as well as their rights.

From their very creation up to the present, the European institutions could rely on the collaboration of experienced staff that has the development of a Europe in mind which we all long for. In addition, it guaranteed staff conditions of well-being at work recognizing their role as “builders of the future of Europe”.

This is the very essence of the European civil service: Staff working for the public good of European citizens!

Today, a blind and reckless “Euroskepticism” is gaining ground. This despite of the fact, that the European Union has brought peace, democracy and stability to the European area while more than 40 armed conflicts are still going on beyond our borders.

Faced with today’s difficult political and economic context, SFE would like to encourage, support and urge the high representatives of our institutions to continue to work with passion towards unity and stability and to do everything in their power that this Union remains dedicated to its noble conviction!
